GCFA Board Holds First Meeting of 2021

Nashville, Tennessee – The Board of Directors of the General Council on Finance and Administration (GCFA) held its first meeting of 2021 on January 29. In the virtual meeting, the Board received information about GCFA’s report to an upcoming meeting of jurisdictional conference delegates and other jurisdictional leaders convened by the President of each College of Bishops, each Jurisdictional Secretary, and the Chair of the Jurisdictional Committee on Episcopacy, along with representatives from the Executive Committee of the Council of Bishops. That meeting is scheduled for February 13, 2021. The Board received updates on financial projections and their impact on general Church apportioned funds. Bishop David Graves, Chair of the Council of Bishops Finance Committee, and GCFA Chief Financial Officer Rick King will take part in the February 13 meeting.

Acknowledging the challenges and circumstances that local churches and annual conferences are facing due to the global pandemic, GCFA recognizes the annual conferences that were able to pay 100% to the general Church apportioned funds. Eight central conference annual conferences and eighteen jurisdictional annual conferences paid 100% of their general Church apportionments for 2020. This is the same number of jurisdictional conferences as 2019 and two fewer for central conferences. Twenty-seven jurisdictional conferences – representing 50% of the jurisdictional annual conferences – and eight central conference annual conferences paid 100% of their Episcopal Fund apportionments. The Episcopal Fund collection rate of 86.5% in 2020 was better than the forecasted rate.

The Board was also briefed on the information to be shared at the February 13 meeting. The information will focus on the financial impact of reduced apportionment collection rates for the seven general Church apportioned funds.

“The Board acknowledges and reaffirms that the General Conference has established how “the number of bishops shall be determined” in the jurisdictions, which is found in ¶ 404.2 of the Book of Discipline. GCFA has been asked to provide data and financial impact facts to inform the Church for decision making,” said Bishop Michael McKee, President of the Board of GCFA.

Documents to be shared at the February 13 meeting can be found at www.umcsupport.org/reports. The economic indicators to arrive at projections for all funds will be evaluated prior to the start of the postponed General Conference.

The next full meeting of the GCFA Board is February 19 by Zoom.
